: The drug control officer can order the destruction of the following narcotic drugs:
(a) hemp, opium and coca cultivated on any land contrary to this Act,
(b) Marijuana, opium and coca grown by themselves other than in the areas exempted under section 4,
(c) any drug found abandoned, and
(d) If the case related to the offense under this Act cannot be filed in court, the narcotic drug related to that offense.
